David "Mark" Conrad is a retired Supervisory Special Agent with the U.S. Customs Service, Office of Internal Affairs. He was responsible for the internal integrity and security for areas encompassing nine states and two foreign locations. He has a Bachelor's Degree in Criminal Justice, a Masters Degree in Criminal Justice Management and appeared on ABC's PrimeTime Live in 1998 over the objections of the legacy Customs Service discussing the cover-up of a major scandal within the agency.
Mark started law school while with internal affairs because he saw so many employees who were getting shafted by the system because they could not afford representation. He is licensed to practice in Texas and represents law enforcement officials that are victims of discrimination, whistleblower retaliation or are facing disciplinary or adverse actions by their agencies for on and off-duty conduct. These are the same goals he shares with the Friends of the Border Patrol, which is why he joined FOBP as General Counsel in 2008, and is Chief Counsel to the succeeding NPO Law Enforcement Officers Advocates Council, which he helped co-found in 2008.
Mark Conrad was a full time professor of Criminal Justice at Troy University in Dothan, Alabama where he taught primarily courses in criminal law and procedure, federal rules of evidence, constitutional law and ethics for criminal justice practitioners. Unfortunately his practice of law expanded to the extent that he had to give up teaching to dedicate his full-time energy to representing federal employees - primarily Homeland Security employees. He is an Associate General Counsel for the National Association of Federal Agents, a charter member of the National Security Whistleblowers' Coalition.
Because he is in recovery from alcoholism, Mark understands the very destructive nature of that disease and is active in helping others, especially law enforcement officers and attorneys recover from alcohol and drug addiction through a 12-step program as well as helping them protect their rights as guaranteed under the Americans with Disability Act.
Mark's wife Cathy is a second grade teacher and they have three children - Ben, a mechanic for Continental Express, Mike, a U.S. Navy helicopter pilot and Carolyn, an entertainment attorney in Los Angeles.
